Conditionally hide Express payment options

Hi - 50% of our orders are gift purchases (we identify these when a gift message is added to notes on the cart). For these customers, the delivery and billing address is usually different. The Express checkout buttons sometimes cause customers to accidently enter the same addresses. We wanted to conditionally hide express payments if a gift message exists.

Shopify blocks now allows hiding express payment options, but there is no conditionality allowed. Just hidden or not!

We obviously want to keep express checkout for non gift customers as it is great for conversion
